The report raises serious questions about the state’s healthcare system, COVID-19 management, disaster relief allocations, industrial land leasing, and budgetary discipline. Following the report’s revelations, the Bharatiya Janata Party has criticized the state administration and demanded an investigation and action against those found guilty.

According to the CAG report, financial assistance received during the COVID-19 pandemic amounted to ₹659.28 crore (approximately $1.6 billion) as of March 2022. Furthermore, 43 of the 75 oxygen plants provided through PM CARES and CSR funds were not operational by December 2023. The report specifically mentions Raiganj Medical College, where 17 ICU ventilators received between 2020 and 2022 remained unused until March 2022, highlighting the underutilization of resources during a crisis.

The report also highlights financial irregularities in the financial assistance distributed after cyclones Amphan and Yaas. Under the Amphan relief scheme, many beneficiaries were paid house construction assistance more than once. Similarly, a flawed verification system in the Yuvashree scheme has led to benefits reaching ineligible individuals. Furthermore, the inclusion of reservoir land in the 99-year lease at the Haringhata Industrial Park in Nadia district has estimated a potential revenue loss of approximately ₹13 crore to the state.

Analyzing the state’s financial accounts, the report states that a massive ₹70,662.25 crore of the budget for the year 2024-25 remained unspent, while additional expenditure of ₹13,486.92 crore has not yet been approved by the Assembly. According to the report, the state’s revenue deficit has reached ₹39,727 crore, fiscal deficit ₹61,924 crore, and total outstanding debt of approximately ₹7.35 lakh crore.

Kolkata: The latest Comptroller and Auditor General (CAG) report, presented in the West Bengal Assembly, has created a stir in the state’s administrative and political circles.
