However, the final verdict in over 400 of these cases is to be determined by the state Supreme Court. Governor Newsom stated that capital punishment under the administration is not consistent with California\u2019s values and undermines the foundation of the rule of law. The sentence reductions affect 529 men and 19 women. This represents the largest mass commutation in American history. Nevertheless, constitutional approval from the Supreme Court is required for cases involving defendants with multiple criminal backgrounds, numbering 382 cases. California had already suspended executions temporarily in 2019.
