The new legal provisions ensuring the security of establishments come into effect under Royal Decree No. 100/2026 of 2026, issued by Sultan Haitham bin Tariq. The law provides for fines of up to 20,000 Omani Riyals for those who breach established security standards.

The primary goal of the new legislation is to establish a unified legal framework to guarantee the security of the country's main infrastructure, government institutions, public sector entities, and private commercial establishments. The law mandates installing modern security systems that aid in the early identification of security threats, prevention of unauthorized entry, and swift response during emergencies.

The Sultan issued the royal decree on October 29, 2026. It was published in the 1672nd issue of the Official Gazette dated November 1, 2026. Entities covered under the law are obliged to comply with prescribed security standards, including the installation of CCTV surveillance cameras, unauthorized access detection systems, and warning devices to foresee potential hazards.

Security arrangements must be implemented considering the nature of each establishment, its operational methods, and specific security needs. Detailed security plans must be prepared with the assistance of licensed, approved security consultancy firms. Furthermore, the law requires that the security systems installed be electronically linked with the Royal Oman Police (ROP). This linkage ensures rapid information sharing with relevant authorities in case of security threats or unusual incidents.

The Royal Oman Police will bear primary responsibility for enforcing the law and ensuring compliance by establishments. They will also be tasked with preparing and maintaining a centralized database containing information related to the security systems of institutions within the law’s scope. Information concerning the operation of surveillance cameras and other security devices must be stored in accordance with applicable regulations. The duration for retaining surveillance footage and security records will be determined by implementation regulations.

Additionally, clear notices about the operation of surveillance cameras must be displayed at monitored locations within establishments. Notices should be designed so that visitors and the general public can easily recognize the presence of monitoring systems.

The new law applies to establishments operating across various sectors nationwide, including government departments, public sector entities, power generation facilities, telecommunications infrastructure, commercial establishments, and other designated private organizations. However, certain exemptions are granted. Royal institutions and facilities controlled by military and security agencies are exempt from the provisions of this law.

The Police and Customs Inspector General has been authorized, with the approval of the National Security Council, to extend the law’s scope to cover additional establishments and facilities. This authority allows for the future inclusion of more establishments deemed critical from a security perspective.

The law, published in the Official Gazette on November 1, 2026, will come into force six months after publication, which is estimated to be May 1, 2027. After it becomes effective, establishments will have a two-year grace period to implement necessary security systems and update existing arrangements to comply with the new standards.

During this period, institutions within the law’s ambit must prepare security plans, install monitoring equipment, and fulfill compliance requirements specified by the authorities. Violation of any security provisions may attract fines up to 20,000 Omani Riyals. Institutions and officials responsible for breaches will face applicable legal actions.

The Police and Customs Inspector General is also responsible for issuing detailed executive regulations to facilitate the law's implementation. These regulations will clarify technical standards for security systems, approval processes for security plans, retention of surveillance records, and inspection procedures.

The new law is viewed as a significant move toward enhancing the protection of vital national infrastructure and ensuring uniform security standards across government and private sectors. It is expected to reduce security threats and enhance the efficiency of authority interventions in emergencies.

n

Original Malayalam report: Malayalam Daily News

Muscat: A new law has been announced in Oman to strengthen the security of public sector and private sector establishments and their infrastructure.
