Ludhiana: Political activity in Punjab has gathered momentum ahead of the 2027 Assembly elections, with the ruling Aam Aadmi Party (AAP) formally beginning its election campaign from Ludhiana. The campaign launch comes immediately after the Bhagwant Mann government announced an 8 per cent increase in Dearness Allowance (DA) for state government employees and pensioners following weeks of protests and negotiations with employee organisations.
Chief Minister Bhagwant Mann launched AAP’s election pamphlet in Ludhiana on September 19, marking the beginning of an intensified statewide outreach programme. The party is also preparing a large-scale door-to-door campaign through its booth-level organisation to publicise the government’s record and its welfare programmes ahead of the election.
The DA decision followed a prolonged standoff between the Punjab government and organisations representing government employees and pensioners. Employees had been pressing the government for the release of pending DA instalments and arrears as well as action on several service-related demands. The dispute had escalated into a statewide agitation before talks were held between Chief Minister Mann and employee representatives.
Following the negotiations, the government announced an 8 per cent increase in DA, consisting of two instalments of four percentage points each. The increase will take the DA received by Punjab government employees and pensioners to 50 per cent. Around eight lakh employees and pensioners are expected to benefit, according to reports.
The decision therefore provides immediate financial relief to a substantial section of serving and retired government personnel. It also removes one of the major issues that had fuelled the recent confrontation between the government and employee organisations.
The DA increase was not the only outcome of the negotiations. The government also agreed to hold regular meetings with representatives of employees and pensioners so that outstanding issues can be discussed instead of being allowed to develop into prolonged disputes.
Employee representatives accepted the immediate DA relief but have indicated that other financial and service-related demands remain unresolved. These include outstanding DA and Dearness Relief arrears and other employee issues.
The question of arrears remains particularly significant. Employee organisations have been demanding payment of substantial outstanding dues, while the state government has cited its broader financial obligations and fiscal constraints. The dispute has also entered the courts, adding a legal dimension to negotiations between the two sides.
The timing of the settlement has given the DA announcement an additional political dimension. It came just one day before AAP formally launched its 2027 election campaign in Ludhiana.
Government employees and pensioners constitute a sizeable constituency in Punjab. The Mann government’s DA announcement affects roughly eight lakh serving employees and pensioners, while the recent agitation demonstrated the ability of employee organisations to mobilise around common demands.
Media reports have therefore linked the government’s employee outreach with the wider political preparations for 2027. However, the government has presented the DA increase as an employee-welfare measure following negotiations, while claims that the decision was taken primarily for electoral reasons remain political interpretations rather than an established fact.
At the Ludhiana event, Mann released AAP’s election pamphlet as the party moved into campaign mode. The party plans to take its message directly to households across Punjab through a statewide door-to-door programme involving its booth-level workers.
AAP’s campaign is expected to focus heavily on its record in government, including electricity subsidies, employment, education, healthcare, irrigation and other welfare measures. At the Ludhiana launch, Mann urged voters to assess his government’s performance while arguing for continuity of its programmes.
The DA decision gives the party another government measure to highlight during this outreach, particularly among employees and their families.
At the same time, the DA increase does not settle every dispute between the government and its workforce. Employee organisations continue to pursue outstanding arrears and other demands, meaning employee-related issues are likely to remain part of Punjab’s political debate in the months leading to the election.
Opposition parties can consequently point to those unresolved demands while questioning the timing of the government’s concessions. The Mann government, meanwhile, can point to the 8 per cent DA increase and the agreement for continued dialogue as evidence of its response to employee concerns.
What is clear is that the weeks-long employee agitation has produced a significant policy response at a politically important moment. With AAP now formally entering campaign mode and opposition parties intensifying their own programmes, government employees, pensioners and their outstanding demands are set to remain an important issue in the run-up to Punjab’s 2027 Assembly election.
