Speed in passing bills, more than half of the bills in the 18th Lok Sabha were passed in the same session

New Delhi: A major shift is underway in the functioning of Parliament in New Delhi . The trend of passing bills in the same session in which they are introduced is rapidly increasing. According to data from PRS Legislative Research, 34 of the 64 bills introduced so far in the 18th Lok Sabha, or 53 percent, have been passed by both houses in the same session.

This trend is significantly different from previous Lok Sabhas. During the 16th Lok Sabha, 189 bills were introduced, of which only 33%, or 63, were passed in the same session. Subsequently, this figure increased to approximately 62% (117 out of 190 bills) in the 17th Lok Sabha. However, the pace slowed slightly at the beginning of the 18th Lok Sabha, as none of the bills introduced in the 2024 Budget and Winter Sessions were passed in the same session. However, this trend completely reversed from 2025.

This pace increased further in 2026. The government’s original agenda for the monsoon session included five new and two old bills, but a total of 11 bills were passed by Parliament, six of which were not even listed on the original agenda. However, due to the uproar in this session, only 15 percent of the Lok Sabha’s work and 33 percent of the Rajya Sabha’s work were completed, and many bills were passed in a short time without detailed discussion.
